
The Vincennes City Council has given final approval to an ordinance clarifying how first-floor space in the downtown business district can be used.
Under the new rule, ground-level areas of commercial buildings must be reserved for businesses such as retail shops, restaurants, services, and entertainment venues. Residential dwellings, storage, and industrial use are restricted to upper floors.
Council members said the goal is to maintain Main Street as a business hub. At a public hearing held two weeks ago, no one spoke for or against the measure.
The ordinance also requires that at least 70 percent of a building’s street-facing façade be clear glass and that first-floor entrances face the sidewalk.
