Government Shutdown Deal Advances

Lawmakers in the U.S. Senate have taken the first step toward ending the government shutdown, advancing a measure that would reopen federal agencies and restore funding.

The agreement would fund the government through January 30 and provide full-year funding for several appropriations bills, including continued funding for the Supplemental Nutrition Assistance Program through the end of the federal fiscal year on September 30, 2026.

The procedural vote, held late Sunday, passed 60 to 40, clearing the threshold needed to move the bill forward in the Senate. After advancing past this stage, remaining Senate approval will require only a simple majority.

The legislation still needs approval from the U.S. House before the shutdown can officially end. If enacted, it would allow federal employees, including air traffic controllers, to resume paid work and restore federal food assistance benefits.

The measure also includes provisions to reverse any reductions in the federal workforce that occurred during the shutdown, protect against additional layoffs through the remainder of the fiscal year, and guarantee back pay for all federal workers affected.

In addition to funding the government into late January, the agreement includes a commitment for the Senate to hold a separate vote on health care policy before mid-December. That commitment is not included in the formal text of the bill.

Debate over the measure is expected to continue as it moves to the House for consideration.
