
The Vincennes City Council has reorganized for 2026, selecting its leadership during the first meeting of the year.
District 1 council member Brian Grove was re-elected as council president, while at-large council member Marc McNeece was elected vice president. Grove said the leadership roles are largely ceremonial and emphasized the council’s ability to work together through a range of issues. He said he looks forward to another productive year.
In other business, the council unanimously approved an amendment to the city’s credit card ordinance.
City officials said the update was prompted by a recent State Board of Accounts audit and changes in how vendors process payments. Some retailers now route purchases through third-party credit card companies rather than store-specific accounts, which was not allowed under the existing ordinance.
During discussion, council members reviewed proposed increases to credit limits for certain departments, including police and parks. Officials said the higher limits would help cover large or seasonal purchases, such as ammunition orders and pool-related expenses. Council members also asked questions about how many cards would be issued, where cards would be kept, and how purchases are monitored.
City staff explained that credit cards are assigned by department, purchases must include itemized receipts, and all charges are reviewed by department heads and the clerk-treasurer before payment. The ordinance passed unanimously on its first reading by a 7–0 vote.
