Key legislation clears final votes at Statehouse

Indiana lawmakers have given final approval to several bills now headed to the governor.

One measure creates a bell-to-bell ban on student cell phones and other wireless devices during the school day. Schools will have to prohibit the devices on campus or store them securely, with limited exceptions for certain health needs. Representative Jake Teshka says the goal is to improve student learning and well-being. Democrats largely supported the plan but raised concerns about potential costs for schools. The policy would take effect next school year.

Another bill changes the state’s alert system for missing children. The legislation adds missing children to the Silver Alert system, which is currently used for missing adults. Senator Brett Clark says expanding the Amber Alert had raised concerns about overwhelming law enforcement with thousands of additional alerts. If the governor signs the measure, it would take effect immediately.

And senators approved a bill extending Indiana’s syringe services programs for another five years. The programs provide clean needles, disease testing and connections to treatment. The new plan adds ID and residency requirements, a one-to-one syringe exchange and a rule keeping sites at least one-thousand feet from schools. The current authorization expires in July.

All three measures were sent to the governor’s desk for his signature.
