
Indiana’s Office of Community and Rural Affairs has released a strategic plan outlining priorities through 2028.
The plan identifies several key challenges facing rural communities, including water infrastructure, housing availability, fiscal stress, growth management, and preserving local identity.
Executive Director Fred Glenn says improving water systems is the agency’s top focus. He says about 40 percent of current efforts are already directed toward water projects, and the office plans to continue advocating for funding while working with state lawmakers and local communities on those issues.
The plan also calls for increased investment in water and wastewater infrastructure, along with updates to grant training for communities seeking funding.
Glenn says revitalizing downtown areas is another major priority, with an emphasis on balancing development while maintaining historic character and serving the broader community.
He points to Madison as an example of how rural communities can restore historic areas while supporting growth.
