Knox Circuit Judge Monica Gilmore asked the Knox County Council Tuesday for access to opioid settlement funds to help launch a veterans treatment court.

Gilmore told council members she was recently awarded a $110,000 state grant to support the new court, but that funding doesn’t begin until next year. She said she needs immediate funding to hire a coordinator, a key position required before the court can open.

The proposed coordinator position would have a $65,000 annual salary plus benefits. Gilmore requested about $38,000 from the opioid settlement funds to cover costs through the end of 2025.

She emphasized the need to secure funding before offering the job to ensure stability and attract a qualified candidate.

Veterans treatment courts are specialized problem-solving courts designed to serve veterans struggling with substance abuse or mental health issues. Gilmore described it as a highly structured program focused on accountability and tailored support for veterans.

The council voted 6–0 to approve her request. Gilmore hopes to have the veterans treatment court operational by January.
